In view of the absence of all Civil Courts within the Counties of Giles, Lawrence, Lincoln and Wayne in the State of Tennessee, and the disturbed state of Society, and the prevalence of Crime within these and other neighboring Counties, a Military Commission is hereby appointed to convene at the Court House...".
