Conditional Deed South Of The Ohio

But when North Carolina came in the year 1790 to make the cession of her "back lands," which bordered more or less closely on the Northwest territory...provided always that no regulations made or to be made by congress should tend to emancipate slaves."  Congress accepted the deed of cession with the condition annexed, and organized the "territory south of the Ohio" in the same year.  This territory was admitted into the Union as the state of Tennessee on the 1st of June, 1796.  In the interim no "regulation" was made by congress respecting slavery.
